Beautification:

  • A new bucket swing has been installed in the south park.
  • Mike will plan to remove the volleyball net from the north park in mid- to late October and store it for the winter.
  • Mike is working with Swifty to secure the snow plowing contract.
  • The playscapes are slated to get new mulch next spring.
  • The north park pavilion still needs clean-up work. Pickwick resident Jason Willis has offered to help with power washing. The board discussed washing the pavilion ceiling and perhaps repainting it, and then washing the cement and other surfaces.
  • Mike is looking into options to install more park activities. He found a semi-permanent cornhole set (cement) and is researching that. The board will revisit this idea in the spring, once more is known about the south park drainage plans.
  • The board also discussed ideas for installing a temporary ice rink in the large unused section of the north park for the winter.

  • Update on south park drainage:
    • Mike has received a quote for the south park drainage project, which came in at approximately $16,000, and is in talks with one other company to get another quote.
    • Mike believes some grading may fix a lot of the problem. He is going to do a bit more research to see if this is something we can do ourselves.
    • The board has been holding off on repairing the path while trying to get the drainage issue fixed, in case the equipment to fix the drain would further damage the path. If we are not able to fix the drainage issue by the end of next summer, we will proceed with the path repairs.
  • Update on fall neighborhood activities:
    • The chili cookoff and fall movie night will be held on October 22. The plan is to hold both events in the north entrance to the north park. The cookoff will begin later in the evening than in past years and will lead straight into movie night.
    • The Halloween Parade will be held on October 31. Stacey is ordering supplies to be passed out along the path in the south park. :
      • September 10: Back-to-school movie night
      • October 22: Halloween/fall movie night

Beautification:

  • Stacey installed and filled the dog waste bag dispensers at both tiny libraries. A post was shared on Facebook reminding residents to clean up after their dogs.
  • Update on the installation of a memorial tree and bench (by Kristle Cortes, in memory of Gwen Kilijanczyk):
    • Canton Township is unable to install the bench and tree in the north park because it is considered private property, not township property. Kristle is now working with Davey Tree to have the tree installed, along with a plaque.
  • Park repair updates:
    • The bucket swing in the south park playscape needs to be replaced. Stacey found an option for $39.95.
    • Stacey also researched options to replace the broken cargo net in the north park playscape. The board agreed that it would be important to replace this before the annual picnic in the park. A sturdier net will be approximately $80.
    • A motion was made and seconded to purchase and install both items. The motion passed unanimously.
  • Stacey has several bags of flower seeds (annuals). She suggested tilling up some areas around the tiny libraries to plant wildflowers around the libraries and benches. Board members were supportive of this idea.
  • The lights in the north park pavilion need to be repaired.

 

Welcoming:

  • One house that recently sold on Greenwood had not received a welcome package, as the residents have not moved in yet. There are no other outstanding homes awaiting a welcome package.
  • Kelly Estrada has volunteered to take over this position beginning at the August meeting.

President’s report:

  • Kristle Cortes contacted Stacey about placing a memorial bench and tree in the North Park, in memory of her mother, Gwen Kilijanczyk, a long-time Pickwick resident who recently passed away.
    • Canton Township has a program for planting trees and/or installing benches in parks in honor or memory of individuals. Kristle is pursuing this option, though there may be complications since the North Park is considered private.
    • The board is in favor of this addition to the North Park. The plan is to have the bench and tree located near the north end of the park, where they can provide shade and seating near the playscapes.

Beautification:

  • South Park drainage update:
    • There is concern that installing any underground drainage may not be a long-term solution, due to the number of trees in the area that could puncture the underground system. The board discussed the option of regrading the park as a first step to see if that resolves the issue.
    • Mike contacted several companies, but has only heard back from one so far. That company’s estimate approximately $26,000. He is reaching back out to that company to ask what the cost would be for grading the park.
    • Mike will continue to reach out to companies with a focus on regrading.
  • The South Park path is due to be resealed; however, the board voted to hold off on this project until more is known about the drainage project, so that any work on drainage does not damage the fresh seal.
  • The tree at the head of the South Park path is dead. Mike plans to remove it.
  • The islands were due for mulch this summer (the board tries to alternate between mulching playscapes and mulching islands each year). He felt the cost was high, so he priced out the option of ordering mulch and spreading it himself, which resulted in substantial savings. He now in the process of process of mulching each island. As of the meeting, islands on Hartford Drive, Hartford Court, Brookshire Drive, and Trotwood have not yet been mulched. A huge thank you to Jim Leddy, who has assisted with spreading the mulch.
  • The rope ladder on the North Park playscape is torn. The board will research replacement options before the next meeting and select a replacement in July.
  • The board is in the process of obtaining a rototiller to clean up the volleyball court.
  • Kyle will send out the reminder that Canton Township requires trees (including trees in the public space between sidewalks and the road) to be trimmed to allow at least a seven-foot clearance above sidewalks.

 

 

Welcoming:

  • Kristin will be leaving her position on the HOA board at the end of this term (August 2022). A new Welcoming representative will be needed for the board.

 

 

Social media

  • Kyle has been monitoring requests to join the Facebook group, which have continued to increase. To help prevent spamming of the group, he does not provide access if individuals do not provide the required information regarding their connection to the neighborhood.

 

 

New business

  • The board discussed reinstating a physical newsletter twice a year. The plan is to send one out with dues notice, and one each summer (this is already being done, via the flyers announcing summer activities).
  • Stacey is looking into options to add pet waste bags to the tiny libraries. She had previously placed rolls of bags in the libraries, but individuals were taking the entire roll, so she is researching alternatives that would provide a bag to those who need it without having the whole bag disappear.

 

 

Old business

  • Updates on summer activities:
    • Stacey has prepared a flyer announcing all summer activities. The board will distribute hard copies of the flyers on Monday, June 27.
    • Slow Roll (July 23)
      • The Kona Ice Truck has been reserved for the slow roll (the ice cream truck was not available)
      • Katy will order balloons for the balloon towers, and board members will plan to construct the towers the night before the event.
    • Annual Meeting, Picnic and Campout (Aug. 27)
      • The portable toilet, Kona Ice truck, bounce house and water slide have been booked for the annual picnic
      • Emily is going to call the Canton Fire Department to see if a Fire Truck can visit the picnic.
      • For food, the board agreed that Jimmy John’s subs worked well last year. Katy is going to look into what was ordered last year. Stacey and Karen will plan to go to Sam’s again for chips and beverages.
      • Katy will order popcorn for movie night.
      • The board will select a movie as we get closer to the date.
    • New sign for the Barchester Island:
      • A representative from M-D Lawn and Landscape was unable to attend this meeting. Emily will reach out to see if they can attend in July.
    • Update on roads projects
      • Jim Leddy is going to submit the deposit for the next roads project (board previously voted to apply for one small project per year).

  • South Park drainage update:
    • After several postponements of the project, and several conversations, Reliable informed Mike that they would not be able to complete the project, and returned the HOA’s $500 deposit.
    • Mike has contacted two additional companies to come out and provide assessments of what is needed.
    • When we were gathering quotes last year, one company had suggested starting with releveling and additional dirt, so that may be one route to pursue.
  • Mike is going to ask the lawn care company to also rototill the sand volleyball court.
  • Kyle mentioned that, with the return of warm weather and trees blooming, there are several trees throughout the subdivision that are now blocking sidewalks. Canton Township requires trees to be trimmed to allow at least a seven-foot clearance above sidewalks. Kyle will send out reminders via email and Facebook.
  • The landscaping on the Barchester island is in bad shape. The board will gather at the island at 9:00 on Saturday, June 4, to clean it up and take inventory of what needs to be replaced. Each volunteer should bring clippers and lawn waste bags.

    • The Canton Township engineer sent notice that Pickwick Village’s road project is tentatively scheduled to start at the beginning of July.

The contract is $8,750 for summer lawn service, which includes early fall fertilizer, weed control, early spring fertilizer, up to 22 cuts (April through October), Barchester Island weed maintenance, emptying trash in both parks, picking large debris from Lilley Road and parks, and trimming all six islands, both parks, and Lilley Road.

  • Street sign topper update:
    • Stacey and Katy found a few sources for street sign toppers. The prices are generally in the range of $85 for the topper sign, and $25 for $35 per sign for the mounting hardware. Two sizes are available at the price point, and they can be printed or stamped in a variety of styles and colors.
    • We had estimated six signs, to place by all the points of entry into the neighborhood.
    • The board is interested in pursuing this option. Stacey is going to see if she can get a catalogue and/or samples to bring to a future meeting.
  • New sign for the Barchester Island:
    • The president of Parkwood estates provided the contact info for the person who did their sign. Emily is going to reach out to this person to see what might be involved in using their services.
  • Playscape early planning:
    • Emily began a cursory search into playscape options. Very rough estimate among the companies she found was $12,000 to $22,000.

  • Update on the south park drainage project
    • Mike has reached out to Swifty to see if that’s something they do
    • He has also spoken to Reliable, and they cannot come in until the ground has dried more. Mike is going to push back and ask for a firmer date.
    • Karen will call and tell them that she needs to know the install date for planning payment.
  • Swifty has submitted an estimate for the lawn care. The quote was $7,750, including trimming the bushes on the Barchester island in the fall. They are going to come out to look at the parks for needs regarding weed and feed applications and then send an updated estimate.
    • That price is $1000 less than our existing contract, and the existing contract was set to go up a couple of thousand dollars
    • The board is in favor of awarding the contract to Swifty. If the cost is less than the cost already approved for J. Averie, Mike can move forward with Swifty. If it’s substantially more, he will notify the board before proceeding.

  • The neighborhood Facebook group is getting a little overwhelmed with advertisements that are not directly relevant to the neighborhood. New members have to agree to terms to join. New members must:
    • be current or past resident of Pickwick,
    • agree to community guidelines,
    • have had a Facebook account for at least 3 months,
    • have a photo in their profile image, and
    • live within 25 miles of Pickwick.

 

Old business

  • New sign for the Barchester Island:
    • The board is in agreement that the estimates we’ve received are too high and we cannot justify the expense at this time.
    • Mike has found some kits that we could potentially use to construct stone or stone-like columns for a new sign.
    • Emily is going to see if she can reach someone from Parkwood Estates to see where they got their sign. She will also research other sign printing companies.
    • Karen is going to reach out to the Chamber of Commerce to see if they have suggestions for sign production companies.
  • Instead of pursuing the more expensive sign options, the board plans to continue building up the savings to ultimately replace or repair the playscapes.
    • We will plan to spend this year trying to identify potential vendors and service options for the playscapes, with the goal of beginning to gather quotes next year.
  • Stacey and Katy are going to begin looking back into options for street sign options. researching the street toppers
  • Karen will look for information about who sealed the south park path most recently, so we can look into sealing the path again.

  • An administrator for the Canton Forest condos contacted Stacey to ask about our HOA restrictions for fencing, in regard to a privacy fence being installed on a Pickwick property. Stacey informed him that we do not have fencing restrictions beyond what Canton requires.

  • In the first week after dues notices went out, already 15 houses had paid online and 55 paid by check (more than one-third of the houses).

Beautification:

  • The plow company came through several times during the February storm. We received a lot of messages from residents, and Mike attempted to reply to all of them so that the plow company addressed all concerns. Hartford Court is still not being adequately plowed, but it seems everything else was addressed.
  • We have used 9 plow pushes so far, and 13 are included in the contract before any additional charges would be assessed.
  • Karen saw examples of signs in another subdivision that encouraged residents to move their cars from the roads for plowing. The board is in favor of researching similar signs, although Pickwick residents did a good job removing cars from the streets during the most recent storm.
  • The company with whom we have a lawn contract has informed us that the price will be increasing the price substantially, even though we have a two-year contract already signed.
    • The board determined that we do not want to try and push the contract if the relationship is going to be contentious.
    • Mike is going to reach out to Swifty, who has been plowing and took care of the lawns in previous years, for a quote.

The virtual meeting was called to order at 7:00 PM.

 

 

David Ryan discussed potential options and costs for a new subdivision sign at the Barchester entrance. The board was interested in the option of faux stone, which is durable and weather-resistant (including being safe against Michigan weather extremes), but less expensive than true stone.

 

The board is going to send David some options of designs they like, including an L-shaped design to surround the sign, as well as color options and font ideas. That will get him started on designing some more specific options. He estimated that the final price would be somewhere in the ballpark of $8,000, installed (that is just a rough estimate).

 

David will then send us some new options. If those are on the right track, the board would need to make a deposit at that time to move forward with the project.

  • 142 houses participated in the annual holiday lights contest. The 2021 winners were:

Treasurer’s Report

  • Notice of the annual dues will be mailed by January 31. Dues will be $119 (homeowners paying online will also pay a small processing fee). The amount reflects a 3% increase over the previous year, in accordance with the Pickwick Village by-laws. This year’s increase will be earmarked to go toward the cost of repaving the South Park pathway.
  • Karen presented the treasurer’s report, including year-end balances. The board approved transferring $4,000 to savings for long-term, larger-scale projects.

  • Kurt responded to one request regarding tree removal and fence installation in one resident’s yard.

  • The snowplow company has completed four plows so far, and seems to be attending to our neighborhood in a timely manner.
  • Mike is going to reach out to Reliable again to try and secure a guarantee that the South Park drainage project will be completed as early as possible in 2022.

  • A motion was made to allocate $8,000 of the long-term savings toward the sign project. The board discussed the motion, including the need for paving of the south park pathway and potential repairs needed for playscapes. With both the sign and the drainage project, the association should still have $3000 to $5000 in savings for larger projects, not including what is added in 2022.

The remote meeting was called to order at 7:00 PM.

 

President’s report:

  • Stacey provided an update on the plans for the neighborhood lights contest. She will share the flyer with Kyle to email and post on Facebook after Thanksgiving. Judging will take place on Monday, December 20.

 

Vice President’s report:

  • No report.

 

Secretary:

  • No report. Minutes were approved via email.

 

Treasurer’s Report

  • Karen is going to deliver the check to Jim for the next Canton roads project. Insurance payments and snowplow payments are up to date.
  • The board will review the annual budget at the January 2022 meeting.
  • The board approved an amount of $115.00 for the 2022 annual dues.

Beautification:

  • Reliable Landscaping believes the ground in the south park continues to be too wet to complete the drainage project. Mike has asked if it would be completed in 2021, and Reliable still had a goal of completing the project this year. Mike is going to continue following up and discuss what can be done, including an option to tstart the work now and come back in the spring (although that may lead to worse flooding, if the grass is not seeded).
  • Mike will begin emptying the trash bins in the two parks for the winter, as he has done in past years.

Social media

  • The board discussed a community member’s request to post on the Facebook group information about services he provides through his profession. The board agreed that this Facebook group is designed to be the neighborhood’s group; provided that members abide by the published community guidelines, residents can post and engage in conversations in this private group.
  • The board also discussed a request to distribute flyers around the neighborhood and determined this request is outside the purview of the board. While we occasionally distribute flyers related to Board business and neighborhood events, we are not involved in decisions regarding the distribution of materials in the neighborhood.

 

Old business

  • The board previously discussed the possibility of upgrading the sign on Barchester, and Kyle has been communicating with David Ryan of Roadhouse Sign Shop.
    • The board discussed options provided by David. The options all look good, though the board was concerned a bit about the price. Kyle will reach out to see if there is any way to stay within a lower price range but still get the look of stone, or to see if the price would change if we did the posts ourselves.

 

New business

  • None

  • The south park drainage project is scheduled for October 7 and 8.
  • The lawn care company will cut down the grasses and clean up the Barchest island during their last mow. We will also request that they remove dead shrubs.
  • We have signed a snow contract with Swifty, who we have worked with previously and had a positive experience. J. Averie has our lawn care contract for one more year.
  • The board will plan to power-wash the pavilion on Oct. 10.
  • Future plans:
    • Get one to three more disc golf nets as they go on sale.
    • Look into river birches for north and south park to help with drainage (plan to revisit in January for spring planting).
    • Plan to look into resurfacing south park pathway in 2022.

  • The board discussed event scheduling conflicts with the upcoming Chili cook-off, including high school Homecoming events. Board members decided it would be best to move the date of the Chili Cookoff and movie night to October 16. The event will begin at 5:00 p.m., and all entries must be entered by 5:30. The movie will follow at dusk.
  • We will again ask residents to consider providing Halloween candy in a public health/safety-informed manner, as we did last year. Kyle will send out an email and social media post with tips.

  • The board discussed replacing the sign at the Barchester entrance with a more updated version, perhaps composed of stone. Kyle is going to begin researching options.

General discussion

  • A resident mentioned the concern of dogs chained in neighbors’ front yards, and the threat that poses to residents walking their dogs on the sidewalks.
  • A resident contacted the board regarding a sunken manhole cover at Greenwood and Lilly. The resident has tried reaching out to Wayne County, without results. He has taken some steps to refill it himself.
    • Following the meeting, the Board heard from Canton that the township will send a crew out to fill and seed the area.
